Inherent Contempt

The House could have issued subpoenas to those executive branch members who resisted their summons, and locked them up?

That’s my understanding of inherent contempt as it applies to Congress. The House chose not to lock up people like Bolton and Pompeo, , et al. Chose to not use it’s inherent contempt power, for its own reasons. Could have fined them, too. They apparently have their own jail.

Being the loyal opposition in what is essentially a one party system, is tough, hasn’t worked well for them so far, the offense department spending, 738 billion on corporate welfare that could have funded universal health care and reduced the national debt, but the country is run by the people who got that 738 billion in what is socialism for the military industrial complex, and the 2,500,000 in the peace time military, a permanent war economy.

Stop the war mongering, the hegemony and dominion, empire game, fix America. 738 billion says it’s affordable, it’s a question of who’s calling the shots.
