The chaos plan requires that you sell that state and local governments are poorly run in some states, not in all states, so don’t fund any of them. State and local governments can’t run deficits.

The game is simple, don’t fund state and local governments, and since they can’t fund themselves, they lay off those essential workers, and thing fall apart.
